Although the security concerns are different in the Euro-Atlantic region and the Asia-Pacific region on a first joint political declaration between Japan and the North Atlantic Treaty Organisation (NATO) was signed in April this year. Both parties believe that in a more globalised and interlinked world, each of the two regions is affected by, and can affect, political and security developments beyond its borders. The establishment of the relationship between Japan and NATO has been welcomed by NATO member states like Germany. The finalisation of an individual partnership and cooperation programme between Japan and NATO is under way. Both parties have started a process of exploring possible areas for further cooperation like emerging new security challenges, disarmament, non-proliferation of weapons of mass destruction and maritime security.
The 4th Japanese-German Dialogue will therefore try to strengthen the new strategic NATO-Japan partnership by identifying areas of mutual Japanese – German security interests and practical cooperation. As in previous years we want to discuss and outline forward-looking issues where both countries can make a difference as economically important middle-powers with, for instance, a solid reputation as arms control advocates.
